Health Safety and Environment
Based on the experience in Health, Safety and Environment (HSE/EH&S) data collection in the complex multidivisional organizations of SANDOZ and CIBA during the last years, Novartis developed the new data-collection program 'doCOUNT HSE'. The new program is essentially an improvement of the former ‘PC SE-Key Figure’ system [1]. The earlier system was developed with the following objectives:

Our experience with the merger of SANDOZ and CIBA showed that the flexibility of a modern data-collection tool needs to be enhanced significantly. To fulfil this demand, we developed the new data-collection system 'doCOUNT HSE’.
Environmental Software 'doCOUNT HSE' General
The system consists of a ‘site tool’ and a ‘central tool’ and is based on a comprehensive central HSE (EH&S)- database. The ‘site tool’ is distributed to the site HSE (EH&S) officers worldwide. It is a stand-alone program using conventional hardware and software. The basic element is a database with the site data of the previous years, consistent with the analogous data in the central database. The site HSE-officer is responsible for the data input and interpretation of deviations compared to the previous year. With the ‘site tool’ the site HSE-officer can document the site situation with figures and text for all HSE-relevant issues.
The ‘central tool’ allows Corporate HSE to handle the database and set up the organization and the necessary definitions. All the definitions and the organization can be copied from the last to the next collection period. Normally only small changes in the definitions and the organization are necessary for the new collection period. The ‘central tool’ also allow the sectorial HSE-officers to organize the yearly sectorial data collection and to import and validate the sectorial site data. Data can be reported on the official forms or as tables with either single site data or consolidated data of any selected organization.
